While the debate rages about a parent's right to refuse vaccinations for their dependents, this proposal aims to level the ground of the opposing sides by setting boundaries to the risks of those involved. This is a temporary solution to hold concerns at bay until the matter can be settled officially.

Whether or not a parent has the right to refuse vaccination for a child, if that right exists, it is also the right of their community members to be made aware of this choice. A parent concerned about the side-effects of vaccines must also respect the concerns others have regarding the disease the vaccine is designed to prevent- and allow them to make an informed choice regarding the management of their own child's contact with those not vaccinated.

This proposal calls for a legal guideline requiring parents of un-vaccinated children to identify their status to their community. In effect, the infection, complication, and potential death of others as result of contact with un-vaccinated children, where no disclosure was given prior, should require the parents of those un-vaccinated children to be held accountable in tort liability. One method of addressing this could be a national registry of un-vaccinated households based on healthcare providers obligatory reporting.

An exemption should be included for parents whose children are medically unable to receive vaccines due to allergy, immunodeficiency, or any other medically verifiable condition.

It is understood that un-vaccinated children affected by this proposal will likely face social, educational, and emotional complications. However, just as their parents have the right to decide what risks are worth taking against their health, so do others who they come in contact with. The risk of infection is real and disease is not a private matter- when your choice compromises others, you must bear responsibility.
