This petition is in support of bill H.R. 3315 Universal Child Care and Early Learning Act of 2019. This act is intended to make early childhood education more accessible and affordable for families, regardless of income. The cost of early education has increased 11% in the past 7 years and costs about 10% of the average family’s income. For lower income families, childcare can cost up to 35% of their income. Parents are forced to make the choice between spending a large portion of their income on childcare, result to finding cheaper, lower quality childcare, or having to leave the workforce all together to become a full-time caregiver. Furthermore, 90% of a child’s brain development happens before kindergarten even starts. Children who do not participate in early education are academically 18 months behind their peers by age 4. HR 3315 presents a solution to an American crisis by offering universal services that would increase positive outcomes for children educationally, socially, and emotionally. When children are not given the first steppingstone to their potential, how can we expect them to be successful? Research suggests that for every dollar spent on childcare and early learning programs, the return to the economy can be as high as $17.
