Thank you for inviting the Special Representative for Afghanistan Reconciliation Mr. Khalilzad to an open hearing of the House Committee on Foreign Affairs.

We the people of Afghanistan together with the U.S. and NATO have been fighting against international terrorism under a common mission of eradicating terrorism and building a peaceful, stable and progressive Afghanistan. The war against terrorism in Afghanistan has taken the lives of tens of thousands of Afghans and more than 3,500 American and coalition forces, and costing billions of dollars.  

The majority of Afghans think that there is no military victory in Afghanistan, hence negotiating a comprehensive peace deal with Taliban is the key to ending the Afghan war. Therefore, we do appreciate all the genuine efforts that could lead to a lasting peace in Afghanistan. However, Afghans are seriously concerned about the current US peace deal with the Taliban. We the people of Afghanistan think that we deserve to know about the diplomatic strategy of President Trump’s Administration for Afghanistan.

The U.S. peace talks with the Taliban in Doha were held behind the closed doors, the Afghan government was sidelined and our high officials were stymied to know the details of these talks. The U.S. Special Envoy for Afghanistan Reconciliation Mr. Khalilzad even didn’t hand over the negotiated agreement to the President of Afghanistan, while the fact remains that this agreement will probably decide the future of Afghanistan. Since the U.S. peace deal with the Taliban involves deciding our future, we Afghans deserve to know its details, before it is signed without our consents by the President Trump.

The nine rounds of Mr. Zalmay Khalilzad closed doors talks with the Taliban have not only empowered the Taliban but also de-legitimized the elected Afghan government, which the US has been supporting. By unnecessary de-legitimizing the Afghan government during the peace talks with Taliban, the US administration not only went against the Bilateral Security Agreement (BSA) but also put our constitution, democracy, national values and other achievements of 18 years at stake.

We believe that the U.S. deal with the Taliban doesn’t guarantee the enduring presence of the U.S. troops to battle Al Qaeda, the survival of the pro-US government in Kabul, or an end to the fighting in Afghanistan. It is all based on hope. There is no trust. There is no history of trust with Taliban. Therefore, we do not believe that the current U.S. deal with Taliban will result in a lasting peace in Afghanistan. We consider the current deal as a plan to surrender Afghanistan to the Taliban or mere a hasty withdrawal agreement in an effort of President Trump to win the 2020 elections.

We the people of Afghanistan think that surrendering Afghanistan to Taliban will not only be an act against the national interests of Afghanistan but will also be dishonoring the 9/11 victims and more than 3,500 U.S and coalition forces and tens of thousands of Afghans who lost their lives fighting against terrorists. Just alone in the last five years more than 45,000 brave Afghans have been killed in the line of duty and thousands of Afghans civilians were killed by Taliban. Therefore, we strongly believe it would be a shame if a deal was made with the Taliban and if they were given control of the lives of the Afghan people. That will not only be a win for terrorists but will be considered as the fall of American reputation and soft power around the globe.

The majority of Afghans oppose Taliban’s ideology; therefore a deal to surrender Afghanistan to Taliban will have severe consequences including the start of new era of civil and proxy wars in Afghanistan.

Therefore, we humbly request the honorable U.S. House of Representatives to pressure Mr. Khalilzad to share the agreement with Afghans and don’t allow Afghanistan to fall under Taliban’s medieval government system and prevent the start of another deadly civil war in Afghanistan.

We thank the U.S. NATO and international community for their continued support in building a peaceful and progressive Afghanistan and believe that the great people of the United States will stand with us and won’t negotiate a bad deal with the terrorists.
