Occupational therapists (OT) work on daily living skills within many different settings. They have been long recognized to play a critical role in home safety and maximizing patients' functional abilities within the home. With expertise in dressing, toileting, bathing, feeding, and many other daily activities, OTs provide the services that help patients regain their lives.

Currently, OTs cannot complete the initial assessment for patients within the home care setting. This means that other disciplines such as physical therapy, speech language pathology, and skilled nursing must see the patients first. They must complete the assessment and determine if the patient needs OT. This increases the time that those needing services must wait before receiving the help that they need. This can cause longer recovery periods, re-hospitalization, and a decrease in patient function. Nothing good comes from making people wait for the services they need. This also devalues the role of OT in the home setting by allowing other disciplines open clients to OT, when OT cannot open clients themselves.

A newly introduced bill, H.R. 3127, proposes that OTs can complete their assessments without needing to wait for another discipline to go in first. This is specific to cases in which skilled nursing is not referred. If this bill is to become a federal law, it would decrease the amount of time patients wait to receive the treatments they need. It would also decrease unnecessary interdisciplinary confusion and save time for other professionals to focus on their own fields of expertise. This is a zero-cost solution that would not affect federal taxes or Medicare reimbursement.

I ask you to think of someone you love in need of services and being forced to wait. They are unable to dress themselves. They are unable to feed themselves. They are unable to bathe themselves. They are unable to toilet. Now I ask you to think of yourself in this situation. How long would you be willing to wait?
