The Human Rights Foundation started this petition to U.S. House of Representatives and

Saudi Arabia is one of the most repressive countries on the planet, and among the world’s worst violators of basic individual rights, in particular the right to freedom of opinion and expression. Expressing any opposition to the government is considered a crime.


Saudi Arabia is also one of the biggest jailers of journalists in the world, and continues to jail and torture women who campaigned for women’s rights, such as the right to drive — even after the Kingdom formally lifted its ban on women driving in 2019.


On October 2, 2018, Washington Post columnist Jamal Khashoggi was brutally murdered inside the Saudi consulate in Istanbul, on what most experts consider were direct orders from Saudi Crown Prince Mohammed bin Salman. To date, his murderers have not been brought to justice. 

Saudi Arabia’s leadership must face justice.

This global campaign invites citizens and lawmakers around the world to hold the Saudi regime accountable for its crimes against Jamal Khashoggi and all prisoners of conscience in Saudi Arabia. 

We call on the United States Congress to pass two pieces of 
legislation:

H.R.2037 is the Saudi Arabia Human Rights and Accountability Act of 2019, which “requires the Office of the Director of National Intelligence (ODNI) to report to Congress about the killing of Washington Post columnist Jamal Khashoggi and imposes related sanctions.” 

H.R.2037 has already passed in the House of Representatives with overwhelming bipartisan support (405-7).

S.398 is the Saudi Arabia Accountability and Yemen Act of 2019,  which “imposes sanctions on foreign individuals, including any members of the Saudi royal family, who are responsible for or who aided in Khashoggi’s death.” 

S.398 has been introduced in the Senate, also with bipartisan support.

We call on the incoming Director of National Intelligence to submit an unclassified report to Congress identifying those responsible for Jamal Khashoggi’s brutal murder.
