Since the ratification of the U.S. constitution in 1788, the House of Representatives has been endowed with the sole power of impeachment (Article I, section II), and the Senate the sole power to try all impeachments (Article I, section III).

A vast majority of the members of Congress, the President, and other impeachable officials all belong to political parties. Political parties are groups of individuals that share the same ideals, political views, and areas of interest. Two political parties dominate American politics (the Democratic Party, and the Republican Party), and more times than not, the impeached individual belongs the same political party as some members of the Senate, who act as jurors during the trial. This has long been a substantial and obscene conflict of interest and impedes justice from being served.

This petition calls for the immediate amendment of Article I, sections II and III of the U.S. Constitution to divide the power of impeaching an individual between both chambers of Congress, needing a simple majority in either one to pass, and for the successfully impeached individual to be mandatorily  further investigated by the Federal Bureau of Investigation. If sufficient evidence is discovered, the impeachment should then proceed to trial. This petition also calls for the Senate to be stripped of its responsibility of acting as jurors, and for this responsibility to be transferred to a non-partisan group of civilians to remove any conflict of interest.

Both chambers of Congress should possess the power to impeach so that potential wrongdoings of individuals are more easily brought to attention. The FBI should conduct further investigations into these wrongdoings, and non-partisan, civilians should replace the Senate as jurors so that the outcome of impeachment is determined by the actions of the individual, instead of whether their political party controls the Senate or not.

The Federal Bureau of Investigation prosecutes individuals committing crimes against the U.S. and the possible betrayal of oath should be investigated by them.
