According to the National Alliance to End Homelessness, on a single night in 2019, over 96,000 individuals were chronically homeless. The United States is currently facing an affordable housing crisis and most available housing for individuals facing homelessness is unstable. Research shows that "permanent supportive housing is a cost-effective solution to chronic homelessness that leads to improved residential stability and reduction in psychiatric symptoms. Studies have also shown that supportive housing is associated with significant reductions in costs for emergency room visits, hospitalizations, shelters, sobering centers, jails, and other public services used by people experiencing homelessness" (Hastings, 2019, Sec. 2. para. 4). Currently, there is a need for an innovative bill to help create stable housing and improve outcomes for individuals facing chronic homelessness.

In 2019, Representative Alcee L. Hasting [D-FL-20], sponsored H.R. 3272, the Services for Ending Long-Term Homelessness Act. If passed by the House of Representatives, this bill will create a law to amend the current Public Health Service Act. H.R. 3272 proposes “to amend the Public Health Service Act to establish a grant program to place in permanent supportive housing, and provide supportive services, to individuals who have physical or mental health conditions or substance use disorders and are chronically homeless or at risk of becoming chronically homeless, and for other purposes” (Hasting, 2019, para. 1). Through the supportive housing and services, individuals will have access to mental health and recovery support services, substance abuse treatment services, health education services, employment services, parental skills and family support services, and self-sufficiency services (Hasting, 2019). Specifically listed in H.R. 3272, anticipated outcomes of this grant include the following: improvement in housing stability, employment, and education and reduction in problems associated with substance use disorders and/or mental health disorders (Hastings, 2019).
