On February 4, 2020 Nancy Pelosi served as Speaker of the House at The State of The Union Address in the House of Representatives chamber. While serving in her official capacity, she acted in a manner unbecoming to the position she holds, destroyed officia l documents belonging to the American people, and created animosity and division among citizens of the United States, whom she has been elected to serve. Ms. Pelosi's behavior was disrespectful, childish, and lacking in decorum.
Specifically, during the State of The Union address she was observed rolling her eyes, mouthing comments, shrugging her shoulders and smirking. When President Trump ended his speech, she triumphantly tore the printed copy of the speech to shreds on national television, sparking a devisive debate among the citizenry and offending millions of Americans. As the printed copy was The House of Representatives ' official copy of the text, her actions mean she also destroyed official documents belonging to the American people.
The United States Constitution (Article I, Section 5, Clause 2) provides that "Each House [of Congress] may determine the Rules of its proceedings, punish its members for disorderly behavior, and, with the concurrence of two-thirds, expel a member." The processes for expulsion differ somewhat between the House of Representatives and the Senate.
Rule XI (Procedures of committees and unfinished business) of the Rules of the House of Representatives states that the Committee on Standards of Official Conduct can investigate allegations that a Member violated "any law, rule, regulation, or other standard of conduct applicable to the conduct of such Member ... in the performance of his duties or the discharge of his responsibilities". l
