We, the undersigned, are petitioning on behalf of a University of South Florida (U.S.F) student who was the target of a covert entrapment scheme, jointly run by the U.S.F administration and the Federal Bureau of Investigation (F.B.I) to coerce him into spying for the F.B.I and the Central Intelligence Agency (C.I.A). This is not the first instance of such an incident occurring; previously, a Chinese-American professor at U.S.F became the target of a similar entrapment scheme, where U.S.F and the F.B.I employed coercion and pressure to force the professor into spying for the F.B.I and later the C.I.A.

In 2014, Abdul Rehman Farrukh received a call on his cell phone from an Army recruiter asking him to consider enlisting in the Army under a pilot program offering a path to U.S. citizenship to international students enrolled at American universities. Although Farrukh appreciated the offer, he politely declined to enlist. Unfortunately, this decision was met with hostile and unwelcoming behavior from U.S.F officials and his professors, which manifested itself in the form of a cold and unprofessional tone of voice.

Farrukh experienced a number of difficult incidents while attending the University of South Florida. These include:

-Falsely being reported by USF officials to the USFPD for a disturbance complaint.
-Unlawful termination of his student visa by USF officials in 2015 and 2016, despite actively enrolling in courses.
-Loss of student-related employment as a result of the unlawful termination of his student visa.
-DHS agents raiding his residence in 2016 based on false reporting from USF officials.
-Being denied the right to enroll in classes in 2016.
-A USF professor failing him in a course on false academic dishonesty charges, which were later recanted, and the accuser changed her story during an internal review.
-The University of South Florida (U.S.F) denied Farrukh the opportunity to switch majors from Industrial Engineering to Economics in 2018. Farrukh had wished to make the switch due to the hostile and unwelcoming attitude of the Industrial Engineering department officials, who were also denying his graduation requests.


In August 2016, days after the unlawful termination of his valid visa status by U.S.F officials, Farrukh received another call from Army recruiters informing him that signing the enlisting contract would provide him with a form of "protection" from removal - another term for deportation action. With this as his only option to remain enrolled at U.S.F and avoid further immigration troubles with U.S. authorities, Farrukh enlisted in the United States Army.

These actions constituted a form of pressure and coercion designed to deprive Farrukh of his engineering degree in order to steer him towards a career in intelligence services, contrary to his wishes and without his consent. This would have resulted in him engaging in espionage against his country of origin, thereby endangering his safety and that of his family.


Initially, Farrukh suspected discrimination to be the motivating factor and, as a result, filed a lawsuit against U.S.F. However, he soon realized that the courts were biased, and not in his favor. It was during the litigation process that Farrukh stumbled upon the case of Dr. Dajin Peng from U.S.F. The case, published by an investigative journalist, exposed the covert and tight-knit relationship between U.S.F. and the Intelligence Services. Mr. Daniel Golden provided a detailed account of Dr. Dajin Peng, a U.S.F faculty of Chinese origin, and revealed that between 2010 and 2014, U.S.F and the F.B.I employed coercion and pressure tactics, forcing Dr. Peng into spying for the C.I.A against the People's Republic of China.

In May 2017, Farrukh attended his graduation ceremony. Soon after, it became apparent that U.S.F would not award him his fully earned engineering degree despite his successful repetition of coursework that had been subject to controversy over allegations of academic dishonesty, which were later recanted by the professor in writing multiple times.

Mr. Golden provides invaluable insight into the techniques employed by C.I.A. officers and others operating under civilian cover to recruit foreigners and Americans of foreign national origin from university campuses for the purpose of performing espionage activities against their countries of origin.

Farrukh began encountering advances from strangers offering a path to U.S. citizenship in exchange for services or job offers that were not suited to him. Farrukh politely declined all such offers. With his terminated student visa, and the denial of his engineering degree, he was in a vulnerable position and became suspicious that the strangers may be F.B.I undercover operatives or agents working on behalf of the C.I.A.

The breakthrough connecting these individuals to U.S.F’s ill treatment of Farrukh came on two occasions. Firstly, in 2020 Farrukh was approached by an Afghan American male, who claimed to have flown in from New Jersey on the same day and extended an invitation to Farrukh to visit him in New Jersey and explore ‘options’ for Farrukh’s green card application. This man was forthright in disclosing his affiliations with law enforcement, the F.B.I and the C.I.A. He turned out to be a connection to a now retired F.B.I special agent called 'Nick Abaid.' 'Nick Abaid' had previously pressured Dr. Peng from U.S.F into spying for the F.B.I & later the C.I.A. (For more information, see the 'Motion to Alter Judgment'.)

The second confirmation came in the discovery of Dr. Peng's case, striking similarities in circumstances revolving Farrukh and Dr. Dajin Peng’s mistreatment by U.S.F, U.S.F’s role in aiding & abetting the F.B.I into pressurizing Dr. Peng into spying for the F.B.I against the Chinese community within the United States and the C.I.A on China overseas; similarities between Farrukh & Dr. Peng’s family background & Farrukh’s encounters with unfamiliar stranger individuals left little doubt that the student and faculty were part of the same riddle. Dr. Peng was set up into a trap by U.S.F and the F.B.I under false pretenses of immigration law violation and academic misconduct.

False academic misconduct allegations and unlawful actions were unjustly perpetrated against the student due to their student visa status, which Farrukh too had to endure.

In Dr. Peng's case, the F.B.I agents and C.I.A officers, when engaging with a U.S. citizen, were required under law to identify themselves, a requirement that these undercover agents weren't obligated to comply towards Farrukh, who happens to be a non-U.S citizen.

It is an undisputed fact that the F.B.I has been and remains in contact with the U.S.F administration and the U.S.F General Counsel in regard to Farrukh's so-called 'Background Check' & the 'Counter Intelligence Investigation' the F.B.I had been tasked with by the U.S. Army as a standard requirement of the enlistment process. This investigation has been carried out since 2016.

What is unclear and confusing are the specifics and extent of this purported ‘background check’ which is dependent upon access to public records (emails & call logs) to help discern the nature and scope of activities undertaken by U.S.F & F.B.I for the purpose of this sham ‘Background Check’ that has been carried out for nearly 5 years now, with no end in sight.

The U.S.F General Counsel has complete knowledge of the F.B.I’s presence on U.S.F campus in relation to Farrukh, due to the pivotal role that the U.S.F General Counsel played in covering up U.S.F’s bungled relationship with the F.B.I in the case of Dr. Dajin Peng, a U.S.F Faculty who was pressured into spying for the F.B.I & later the C.I.A.

At this point, my aim is to bring awareness regarding the university's belligerent and brazen attitude towards myself, Dr. Peng, and other students who have become victims or potential targets of state-sponsored criminality. Farrukh became a target of a botched covert entrapment plot that ran from 2014-2020, robbing him of his engineering degree and career, and putting his family's safety and security in jeopardy.

Covertly running an entrapment scheme on unsuspecting students does not serve the National Security Interests of the United States. It is a gross violation of basic civil rights, and I am committed to bringing it to light.
