David Doehring started this petition to U.S. Department of State and

To whom it may concern:

I write to you today for the sole purpose of introducing myself to you so that I may impress upon you the emergent circumstances regarding Mrs. Peggy Dong, a Chinese national. There is an immediate and compelling need for Mrs. Dong to be granted an emergency and temporary Visa to enter this country and reside for the duration of the coronavirus outbreak in China, with her daughter, Aileen Lu. Peggy lives in Shanghai, only few hundred miles from Wuhan, where the coronavirus outbreak began. We are very concerned about the spread of virus due to the upcoming peak travel estimating over 13 million passengers traveling by train alone on or about the weekend of 2/8 - 2/9, not including buses. This will certainly introduce news cases, thus creating an imminent need for immediate action. Peggy Dong is almost 70 years old, widowed, and living by herself. Due to these circumstances and limited resources to get food safely, she is at imminently high risk. The preceding and following information should present a clear case of need for unique and swift action. Inasmuch as I am requesting your consideration, I submit that it may be appropriate to divulge a bit of circumstance in regard to your constituent Aileen Lu. In the relatively short time that I have come to know Aileen, I have begun to think very highly of her and that grows with the passing of each meeting. Ms. Lu is a United States citizen, a pillar in the community, and is currently undertaking the task not only to save her mother, but also to provide effective and real support to the affected region via her charitable organization. I know and respect the facts of her unique situation and am aware of certain complexities, not the least of which is ensuring that we are making every possible effort to attempt to rescue the elderly mother of a United States Citizen. I appeal to the moral sense of justice where we would do whatever it takes to save the life of one mother. This case is certainly no exception. Not the least of which is the example of such a model citizen as Aileen Lu.

It is from the respect that I have for Aileen Lu, and for the potential plight of her elderly and susceptible mother, that I have initiated this correspondence with the hopes that it is not only well received, but reciprocated in the form of swift action.

I hope that the above has adequately expressed my reasoning and explanations as to why Peggy Dong is a human being saved, if for no other reason than to bring comfort to the pleas of a citizen of the United States.

The undersigned, as well as the following supporters of this effort, signed and plead, that this situation be resolved with the swift granting of Emergency Entry for Peggy Dong into the United States via the U.S. Charter Plane.

With much appreciation and respect, I look forward to your favorable response.

Very Truly Yours,

David R. Doehring
