On the 26th February, 2021, the US Secretary of State, Antony J. Blinken announced the Khashoggi Ban. The policy imposes visa bans “on individuals who, acting on behalf of a foreign government, are believed to have been directly engaged in serious, extraterritorial counter-dissident activities, including those that suppress, harass, surveil, threaten, or harm journalists, activists, or other persons perceived to be dissidents for their work, or who engage in such activities with respect to the families or other close associates of such persons.”

We, the undersigned, welcome this new policy by the US State Department. We also request that you apply those restrictions to public figures in Kurdistan Region of Iraq (KRI) who are involved in killing, harassing and attacking journalists and activists.We call on the US government to impose visa restrictions on Masrour Barzani the Prime Minister of Kurdistan Regional Government (KRG). Mr Barzani is directly involved in attacking journalists and activists in KRI.
 
Mr Barzani’s government has a dark history in attacking, harassing and killing journalists and activist. Journalists critical of the KRG like Soran Mama Hama, Sardasht Othman, Kawa Garmianyi, Widad Hussein and others were killed over the last years.

More recently on February 16th, 2021 the court in Kurdistan Region of Iraq (KRI) sentenced five journalists and activists from Duhok to six years in prison! The only ‘crime’ of those journalists was doing their job in finding information, checking facts, investigating corruption and exposing injustice.

The ruling came only days after a press conference by the Prime Minister of the KRG Masrour Barzani on Friday 12th, 2021 in which he accused the arrested journalists of espionage and described them as ‘armed mobs’ trying to ‘destabilise’ KRI. We believe that those statements by Mr Barzani are evidence that the court ruling is politically motivated.

We hereby call for the visa restrictions of KRG office holders. Also, we demand the conditioning of any funding and assistance by US government agencies to the KRG on respecting and protecting human rights and freedoms of speech and expression.

رۆژی ٢٠٢١/٢/٢٦ وەزیری دەرەوەی ئەمریکا ئەنتۆنی بلینکن، سیاسەتێکی تازەی ڕاگەیاند بەناوی جەمال خاشوقچیەوە. ئەم سیاسەتە ڕێگری دادەنێت لە بەردەم وەرگرتنی ڤیزا بۆ ئەو کەسانەی کە رۆژنامەنوسان و چالاکەوانان هەراسان، هەڕەشە، چاودێری یا ئازار دەدەن.

ئێمە ئەوانەی کە لە خوارەوە ئیمزامانکردوە بە خۆشحاڵیەوە پێشوازی لەم سیاسەتەی ئیدارەی نوێی سەرۆک بایدن دەکەین. هەروەها داواکارین کە ئەو سیاسەتە لەسەر ئەو کارکتەرە حکومیانەی هەرێمی کوردستان جێبەجێبکرێ کە دەستیان هەیە لە کوشتن و ئازاردان و هێرشکردنە سەر رۆژنامەنوسان. لەم میانەدا، داوا لە حکومەتی ئەمریکا دەکەین کە سانسۆر بخاتە سەر پێدانی ڤیزا لە مەسرور بارزانی سەرۆکی حکومەتی هەرێمی کوردستان. مەسرور بارزانی ڕاستەوخۆ دەستی هەیە لە هێرشکردنە سەر رۆژنامەنوسان لە هەرێمی کوردستاندا.

حکومەتەکەی مەسرور بارزانی مێژویەکی ڕەشی هەیە لە هێرشکردنە سەر و هەراسانکردن و کوشتنی رۆژنامەنوسان. ژمارەیەکی رۆژنامەنوس و چالاکەوان کە ڕەخنەیان لە حکومەتی هەرێم و کارکتەرە سیاسیەکانی هەبوە تا ئیستا کوژراون وەکو سۆرانی مامە حەمە، سەردەشت عوسمان، کاوە گەرمیانی، وداد حسین. لە رۆژی ٢٠٢١/٢/١٦ دادگایەکی ناعەدیلانە ٦ ساڵ زیندانیکردنی سەپاند بەسەر ٥ رۆژنامەنوس و چالاکەوان. تەنها تاوانی ئەو رۆژنامەنوس و چالاکەوانانە ئەوە بو کە کاری خۆیان کرد لە دۆزینەوەی ڕاستیەکان و گەڕان بەدوای زانیاری رۆژنامەنوانی و لێکۆلێنەوە لە گەندەڵی.

ئەو سزا ناعەدیلانە تەنها چەند رۆژێک هات دوای کۆنفرانسێکی رۆژنامەوانی سەرۆکی حکومەت کە تێیدا ئەو رۆژنامەنوس و چالاکەوانەی بە کۆمەڵێک تۆمەتی بێبنەما تاوانبارکرد. مەسرور بارزانی رۆژنامەنوسەکانی بە جاسوس و تێکدەر ناوزەد کرد. ئەمە لە کاتێکدا بو کە هێشتا دادگا بڕیاری کۆتایی لەسەر کەیسەکانیان نەدابو. ئەم لێدوانەی سەرۆکی حکومەت بەڵگەیە لەسەر ئەوەی کە سزای ئەو رۆژنامەنوس و چالاکەوانەنە ڕەهەندی سیاسی هەیە.

ئێمە دووبارە داوا دەکەین کە سیاسەتی خاشوقچی بەسەر دەسەلاتدارنی حکومەتی هەرێمی کوردستان بسەپێنرێ. هاوکات داواش دەکەین کە ئەو یارمەتیانەی کە پێشکەشی حکومەتی هەرێمی کوردستان دەکرێت لە لایەن ئەمریکا و هاوپەیمانانەوە مەرجدار بێت بە ئامادەباشی حکومەتی هەرێم بۆ ڕێزگرتن لە مافەکانی مرۆڤ و ئازادی ڕادەڕبرین.
