Who doesn't like Halloween? Making it a National Holiday like Christmas would increase safety for trick or treaters and Halloween parties and party goers. Furthermore it is also considered a religious Sabbat for Wiccans, Druids, and Asatru.  For many Christians and Catholics it comes a day before All Saints Day. As opposed to moving to the last Saturday of October as a National Holiday more places will be closed (such as banks, courthouses, and Majority of Military jobs would get an extra day off). Additionally, if Halloween falls on a day like Tuesday or Thursday then the corresponding day nearest to the weekend would be off also.  Halloween is celebrated nation wide and should be given the respect it deserves. In addition, Columbus Day should no longer be acknowledged as a Holiday or Federal/National Holiday. Aside from Native Americans being here first, there were others that discovered America before Columbus. We should not falsely recognize someone for an achievement that which they did not earn.
