Give Twitter users the ability to block IP addresses and mobile numbers

I have noticed over the past two years of being a twitter user that people make multiple accounts to harass, stalk and cyber-bully people. This doesn't just happen to high-profile celebrities, feminist activists, which is commonly portrayed in the media, but to normal users of the network. Blocking accounts and making your profile private is no longer enough because determined people will just make another account and follow you, send abusive tweets, subtweet, or take screen shots of messages of your account to start rumours about people. This problem would be solved with the simple option of being able to block accounts belonging to an ip address or using a mobile phone number from following your account. People shouldn't have to constantly worry whether the next follower they have belongs to a person who has previously bullied them and it will make it easier for people to block multiple accounts that are already following them.
