Changing the criteria to get a blue badge

My daughter has down syndrome and challenging behaviour. This causes her to have no danger awareness and just runs off. She's very unpredictable. I have applied and appealed for a blue badge a few time. She has been refused twice even though all the professionals involved with her can't believe she can't get one. I'd like to change the criteria because even though maisie can walk, she only does so when she wants to and her behaviour makes shopping and going out generally very difficult. I don't feel like I'm taken seriously as to how difficult it is just to go to the shop. I know of a few parents who lives would be a lot easier if they were awarded a blue badge. Just because someone can walk doesn't make them any less in need of help
