Why not take first steps first to reduce road accidents?

We welcome your decision that mandates the drivers/riders to carry the documents like the Driving License, Registration Certificate, Insurance Policy, etc., in original. But, we do not understand how this action of yours will reduce the number of accidents!
Year 2015 road accident data reveal that Tamil Nadu stands number one in number of accidents with 69,059 accidents; again number one in number of persons injured with 79,746 persons; and scores a seconds place in number of persons killed with 15,642 persons!!!!
Reason? People violating the traffic rules and the enforcement authorities not acting upon those violators.
We give below a partial list of such violations:
- Talking over mobile phones while driving/riding
- Using hands-free/headphones while driving/riding/walking
- Riding/driving on the wrong side of the road
- Riding/driving by underage children
- Not wearing helmet/seat-belt
- Riding on pavements
- More than 2 persons riding on a bike
- Drunk driving
You are passing a rule that never addresses to curb any of these REAL reasons that lead to accidents.
Hence we humbly request you to gear-up the enforcement authorities to ACT to curb the REAL reasons FIRST.
