New York State law VTL-1120 states that a vehicle should be driven on the right half of the roadway except when overtaking or passing another vehicle proceeding in the same direction. The law is rarely enforced in New York, but it carries a three point penalty (the same as driving 14 mph over the speed limit).

According to Senator Norcross of New Jersey, the law is important not just for alleviating traffic jams caused by left lane campers. "Having conversations with law enforcement, they refer to this as one of the triggers for road rage," he said.

Blocking the left lane is disrespectful and inhibits safe traffic flow. Despite these dangers, New York traffic police don't enforce this law.

This petition is intended to tell New York to up the ante and enforce the stay right laws.
