This petition addresses the planning, construction and operation of an agricultural
bioprocessing plant at Windy Heights Farm, 374 Bauline Line Ext., in Portugal Cove St Phillips to process fish by-product into hydrolysate fertilizers.

The development of such an operation is not wanted in the current planned location by residents of Portugal Cove and Torbay. The plant will be located less than 0.5 km from residential areas in Portugal Cove and less than 2 km from the towns of Torbay and Bauline. Throughout the proposed environmental assessment from the company they describe the trucking of fish offal on our town roadways multiple times weekly, the use of chemicals to produce fertilizer, use of high amounts of ground water (there is no public water and sewer in the area) and the terrible odour that will result from the presence of thousands of liters of fish offal. ***edit: the environmental assessment states “Fish by-product carry with it a fishy smell, much like a fish plant”. ****end edit. 

As residents of the area, we do not want this project to move forward for the above reasons. We want to continue to breath fresh air, keep our windows open in the summer, keep our ground water safe, and maintain less traffic on our roadways.
