Casey Wells started this petition to Town of Greater Napanee Mayor and Council and

PROPOSED NEW ASPHALT PLANT PROJECT: 8205 County Road 2, Greater Napanee Ontario
CONDITIONAL on approval of an Amendment to By-Law 02-22

We, the undersigned, do hereby strongly and respectfully protest the proposed amendment to the Zoning By-law 02-22 to allow for the construction of a permanent Asphalt plant. The proximity of a Hot Asphalt Plant at the beautiful entrance to the Town of Greater Napanee would have a negative impact on the quality of life of current and future residents of Napanee and the surrounding area.

We encourage the growth of the industry in our Town but are gravely concerned about the proximity of the plant to our downtown and residential buildings. The proposed location is located within 300 meters of current residential properties, 750 meters to the upcoming (2023)  Stone Ridge Condos,  900 meters to Napanee River, 1.1 kilometres to Spring Side park, 900 meters to The Royal Coachmen, 1.25 kilometres to the new Gibbard District, 1.3 kilometres to the intersection at Alma Avenue, 1.7 kilometres to South view Public School, 1.8 kilometres from Rotary Park.

The new plant could be permitted to operate 24 hours a day, 160 days a year. An average of 500 Tons of Hot-Asphalt would be made daily. Asphalt plants are notorious for producing nauseating odours and disruptive noise. Asphalt plants spew 28 known toxic air pollutants into the air of the surrounding community. "Asphalt processing and asphalt roofing manufacturing facilities are major sources of hazardous air pollutants such as formaldehyde, hexane, phenol, polycyclic organic matter, and toluene. Exposure to these air toxics may cause cancer, central nervous system problems, liver damage, respiratory problems and skin irritation." – Source: Blue Ridge Environmental Defense League based on data from the Environmental Protection Agency  https://www.bredl.org/pdf/BeSafe_Asphalt.pdf

"A property value study documented losses of up to 56% because of the presence of a nearby asphalt plant. In another study, nearly half of the residents reported negative impacts on their health from a new asphalt plant. The door-to-door health survey found 45% of residents living within a half mile of the plant reported a deterioration of their health, which began after the plant opened." – Source: BREDL https://www.bredl.org/pdf/BeSafe_Asphalt.pdf

Join us today to say NO to the dangers of having hot asphalt plant production in such close proximity to Greater Napanee, our homes, parks, and schools. Residents and school-age children in Greater Napanee reside close to the plant, their health and future are directly implicated. Our voices must be heard and the bylaw amendment must not be approved.
