Give Opie back to his rightful owner

After Opie was attacked by a porcupine while he was being dogsat he went missing. He was taken in by the Lillian Allbon Animal Shelter and received care from the local veterinarian. Justina Howell was then refused to take her dog home after she came up with the funds to pay the shelter and vet bills. The shelter claims that it was after 72 hours but she was made aware that Opie was in their care before the 72 hour period. The shelter then put Opie up for adoption even though he has a owner who loves him and just wants her dog back. She should be able to get her dog back and shouldn’t have to go through the stresses of possibly never getting to take him home and Opie shouldn’t have to go through the stresses of shelter life when he has a caring owner who came up with the money to get him back. The town of Amherst needs to step in and either change the bylaws surrounding the shelter or let Justina have her dog back. 72 hours is just not long enough to get together a huge sum of money. Please help Opie go home to his rightful owner.
