This is a petition of residents in support of the restoration of Beulah Road Park.

The Town of Vienna has been using Beulah Road Park as a “mulch yard” for the dumping, storage, and processing of leaf mulch. In addition to the nuisance it creates for the surrounding residents, the Town’s misuse of this eight acre park as a stinky industrial mulch processing facility has severely deteriorated this valuable land for its intended use as a park. 

We are asking the Town of Vienna to:

  1. Discontinue use of Beulah Road Park at 442 Beulah Road and the adjoining 440 Beulah Road property for leaf mulching, storage, and processing operations by the Town of Vienna;
  2. Keep the Town's yearly fall leaf collection service, but find an alternate, suitable location for leaf mulching and storage operations;
  3. Formally zone Beulah Road Park as Park Land (the park zoning designation--PR or PC--was not available when this eight acres of park land was originally deeded to the Town in 1934 by Katrina Hine Echols);
  4. Restore Beulah Road Park to a natural woodland park with other compatible uses (e.g., nature center like
    Hidden Oaks Nature Center); and
  5. Permanently restrict all future use of Beulah Road Park inconsistent with a natural park setting reserved for public use and enjoyment.
