Government tweaks existing norms to favor builders: #whereistheparking DTCP Haryana

This petition is against a draft amendments that the government of Haryana has introduced to tweak the existing building code in favour of developers. The Government has proposed an amendment to do away with parking in plotted colonies of plots size up to 150 square meters. This would mean that inhabitants within societies under Deen Dayal Jan Awas Yojana will now have to search for alternative parking space either on the 9 meters road within the colonies or look for parking space outside the colony.
The proposed amendment to the Haryana Building Code 2017,has a stated objective i.e., to overcome few shortcomings in the said code. If that is the case, petitioner wants the Department, Town and Country Planning, Haryana; to put out a detailed report on the shortcomings that were identified with the current code which requires ‘a minimum of 1.5 ECS(equivalent Car Space) for each dwelling unit in plots situated in plotted colony’. Further the petitioner needs a report on how those shortcomings if any are being addressed and overcome by the proposed amendment that requires ‘No ECS (Equivalent Car Space) for plot size up to 150 square meters’?
The amendment being proposed is neither designed keeping in mind the parking woes of the inhabitants or the need to organize colonies that enhance the well-being of the inhabitants. Thereby the petitioner would like the government to withdraw the said amendment to the Haryana Building Code which is anti-consumer and retain the code which requires a minimum of 1.5 ECS for each dwelling unit in plots situated in plotted colony i.e., 4.5 ECS for 150 square meter size plot.
