Toronto police have been stopping innocent people not involved in any criminal activity, interogating them, and then documenting and keeping a file on them indefinitely - the practice commonly known as CARDING. Over two million cards have been issued in our city during the past six years, mainly to youth of colour. Individuals cannot access the information in their file, and their ability to obtain a job or a passport etc can be affected as they are now "known to police". Toronto is the only city in Canada engaged in carding. It has been proven to be useful in less than 1% of criminal investigations. Several cities in the US that previously engaged similar practicss have stopped. Recently New York City's "Stop and Frisk" program was ruled unconstitutional and abolished. Targeting, racial profiling and criminalization of our youth, resulting from carding must be stopped!
Toronto Police Services Board will be voting on a Community report on carding (CAPP) Mon Dec 15, 2014 @ 1.30 pm at Police Headquarters 40 College St. Link to report- http://capptoronto.ca Report findings are that police have failed us by not implementing Board recommendation to stop carding minors and to inform people still being stopped, of their right to not answer their questions etc. This is unacceptable and carding must be stopped.
