Don't demolish the Gardiner Expressway (at least until new transit is in place)

The Gardiner Expressway should not be demolished if traffic congestion will be made worse - the studies done assume that new transit will be built first (the Downtown Relief Line) but the current plans call for demolition of the Gardiner in 2018 and 6 years of construction.
The study did not consider the option of keeping the Gardiner in good repair for 20 years, by which time new transit could be fully operational - though even this is doubtful.
