This resolution can empower survivors, as the local government will be recognizing that they are not just victims with needs but also individuals with rights to which they are entitled. Adopting this resolution sets up Tompkins County and Ithaca as a New York State leader in the nationwide movement of local governments recognizing that freedom from domestic violence is a human right. This could create positive pressure for movement on the state, national, and international scale.
