Reframing domestic violence as a human rights violation moves this issue from the private realm and acknowledges that it is a societal problem that requires a societal solution. With a uniform approach to domestic violence cases, service providers in Tompkins County and Ithaca can better protect and support domestic violence survivors. This resolution can empower survivors, as the local government will be recognizing that they are not just victims with needs but also individuals with rights to which they are entitled. Adopting this resolution sets up Tompkins County and Ithaca as a New York State leader in the nationwide movement of local governments recognizing that freedom from domestic violence is a human right. This could create positive pressure for movement on the state, national, and international scale.
