Give Children Recess - Withholding Recess Should not be Legal in California (or Anywhere)

Teachers in California are allowed to withhold recess from children as a punishment.
In a policy statement entitled "The Crucial Role of Recess in School" given in 2013, the American Academy of Pediatrics asserts that:
"On the basis of an abundance of scientific studies, withholding recess for punitive or academic reasons would seem to be counterproductive to the intended outcomes and may have unintended consequences in relation to a child’s acquisition of important life skills." - source: http://pediatrics.aappublications.org/content/131/1/183
Per California Education Code section 44807.5 however, "The governing board of a school district may adopt reasonable rules and regulations to authorize a teacher to restrict for disciplinary purposes the time a pupil under his or her supervision is allowed for recess."
Please lift and reverse the policy allowing recess to be withheld as a punishment for school children. Please put legislation in place that bans this practice instead.
