My partner and I both attended community based preschools in Northern NSW and got a good start in life.
Under proposed 'No Jab No Play' legislation due to come before parliament in mid September, only fully vaccinated children will be allowed to enroll in preschools in NSW from January 2018.
This legislation will impact both vaccinated children and non vaccinated children and their families. Because of the high rates of conscientious objector families in this area our local preschools will be under threat of closing or will only be able to operate in a severely limited capacity. This will impact the broader community, as children will lose access to early childhood education, parents will lose access to quality childcare, educators will lose their jobs.
All children have the right to access education and should not be discriminated against. Children should not be punished for the choices their parents make.
Australia ratified the United Nations Convention of the child, which means that in all actions concerning children the best interest of the child shall be a primary consideration!
This proposed change is not in the best interest of the child! The NSW government would be breaching the United Nations Convention on The Rights of The Child -articles 2, 3, 12, 15 and 28.
It is not in the best interest of the child to try increase one right (health) by denying access to another right (education).
Using punitive measures to try to improve immunisation rates violates the core principles on the rights of a child. The amendment to this act will mean that some children will be disadvantaged by not being able to access early childhood education.
Study after study has emerged in recent years showing that early childhood education in Australia is way behind many other western countries, and that quality education in the early years has a dramatic effect on the future success of children in primary education and beyond. The federal government has invested hundreds of millions of dollars in the National Quality Framework which regulates early childhood education providers, and sets out the standards which these facilities must meet.
If non vaccinated children are denied access to preschools we may end up with unregulated 'backyard' preschools, as families are forced to seek whatever care they can find for their children or give up work.
This year legislation was enacted to exclude non vaccinated children from Daycare, resulting in many Family Daycares in the Northern Rivers closing with job losses and children missing out. If the proposed legislation goes ahead, then next year it will be preschools, then soon probably all schools. Where does it stop?
