I am writing this petition to the railway minister Mr Piyush Goyal and the Western Railway authorities, particularly to the Senior Divisional Operations Manager and the Chief Operations Manager of the Western Railway, to have 24x7 local train services from Churchgate to Virar. 

Mumbai is a city known for its night life and many people, especially youths come from faraway places to experience this night life. There are pubs, BPOs, MNCs, latenight events that expect people to experience Mumbai’s night life in the late hours of night. In addition, there are also people who go to drop their beloved ones at the airport in the night and then have no feasible option to return home. People also need to travel to see their family latenight due to emergency conditions or need to procure medicines at 24x7 medical shops that are available only in select regions of Mumbai.

Most of the top-notch pubs and nightclubs in Mumbai (predominantly between Andheri and Churchgate) close by 1:30am or 2am. The youths/working class who attend these pubs have no other option after 1:30am or 2am to go back home, especially if they reside between Mira Road and Virar. The last train from Churchgate-Virar is 12:50am and the next train is at 4:15am. They remain stranded at the railway station and wait for the next train to start the following day, in the morning. Similarly, for those working in BPOs, if they get unwell at night, they have no option to go back home and have to wait in the office till morning. 

The young, independent youth live far off from their parents in Mumbai due to high rental costs. So this makes long distance commute very difficult as it is expensive to do so through auto or taxi. Fares in the night for such transport are also higher. The reason for commute to see their parents can be ranging from stayovers after latenight parties near their parents or even helping parents out in emergency conditions or when they most need it, when everyone else is sleeping. 

Suppose a person needs medicines late night, that person will need to travel to procure those medicines as they are not available across the street in many locations of Mumbai. Not having 24x7 train services would make procuring such medicines all the more expensive due to higher night fares in taxis and autos and hence, all the more difficult.

Many of the Mumbaikars do travel by outgoing mail trains which start at around 4am and they too get stranded. Also, most of the flights going abroad depart from Mumbai International Airport around midnight. Those people who go to drop their beloved ones to the airport and then return home are again stranded at the railway station due to unavailability of train services at midnight.

It is widely known all across India that Mumbai is the one and only "maximum city" in India. Since services are available in this city at any time of the day or night, for a Mumbaikar to take benefit of these services late in the night, I strongly feel that it is important that train transport times be extended beyond current capacity. This would not only be good for the city's citizens, especially those who leave office late in the night, but would also be profitable for businesses. It will aid in the further increase of our country's GDP, while also bringing convenience for people wanting to visit their families.

The reason why it is most important to provide this facility for the western line, particularly from Virar to Churchgate because this is the most lively part of the Mumbai Metropolitan Region at night. It is also the area of Mumbai with the highest noticeable disposable income. Hence the best of resto-bars, pubs and nightclubs exist here compared to that of eastern Mumbai.

My request to the railway authorities is to run slow train services between Churchgate-Virar and vice versa in a gap of atleast 30 minutes (lower frequency) so that many can opt for train services in the late hours of night and not be stranded at railway stations waiting for the train to begin in the morning. Even families would be put at ease because their kids can visit them on a tight budget, especially in emergency conditions.
