There is very little legal action that can be taken against a stalker no woman should have to live in fear waiting for the inevitable progression to rape, physical abuse, or murder. Because statically a stalker will progress to physical harm, rape, and even murder; that means those who are only stalked spend sometimes years just waiting for them to physically harm/ attack them. Society not only blames these victims, but our legal system makes it very hard to get a restraining order, and even a protection from abuse.  We need more preventative structures in place, and certainly need to handle these situations better as a society and in our legal system when we fail to have resources available for these women.
