TikTok needs the technology to block IP addresses when its users block an account. This will stop people from making fake accounts and harassing people. 

IP addresses should also only be allowed to send in reports on a specific account once to stop people from mass reporting "good" accounts who are not spreading hate or fake news. Too many good accounts are being banned by mass reporting trolls.
