Problem
According to the International Panel on Climate Change (2018) global warming is highly likely to reach 1.5°C between 2030 and 2050 at the current rate. Climate related risks include increased average surface temperatures, increased frequency and intensity of storm surges and increased risk of drought in other regions. Sea levels will rise, and continue to do so, but could be 0.1 metre lower by 2100 if we can limit global warming to 1.5°C. Similarly, impacts on biodiversity and ecosystems (species loss and extinction events) would be lowered with an 1.5°C increase limit.

The Irish Government has long recognized the importance of reducing our carbon emissions in order to protect our health and environment. This petition supports the commitment to incrementally increase the carbon tax by €32 per tonne by 2020, to €100 per tonne by 2030 and €265 per tonne by 2050; as announced by the secretary general of the Dept. of Public Expenditure and Reform, Robert Watt. However, Budget 2019 failed to include any increase of the existing carbon tax. It is imperative that the carbon tax be included in the next budget.

Solution
We are proposing the incremental increase of an equitable carbon tax, to assist in the aim of realising environmental and social justice in the Irish state. The revenue raised from the carbon tax is to be ring-fenced into an environmental fund, that will be redistributed to assist in climate friendly actions. This will include retrofitting homes, reskilling those in carbon-heavy industries, and supporting the just transition to a green economy.
