Summary:

1-Every student must have access to a remote learning program similar in quality and scope to an in-person program.

2-Whether through reduced in-person instruction due to remote learning, or a hybrid plan, a density reduction of at least 50% should be the baseline for our district’s reopening.

We, the undersigned, petition the Three Village School District to revise the recently released re-opening plan to provide a remote instruction option for any student whose parent or guardian requests it. COVID-19 has killed nearly 160,000 Americans already this year. Many others have survived, but are left with serious health issues and organ damage. 

This omission of the remote instruction option is an egregious shunning of the NY State Dept. of Health guidelines, which clearly state that students who are at risk or uncomfortable returning to class are entitled to attend remotely. Full in-person schooling for all in no way addresses the approximately 30% of Three Village parents who indicated by survey that they are uncomfortable with a return to in-person instruction (not to mention an additional 19% of families who-- without seeing concrete safety plans-- were undecided about their willingness to return their children to in-person schooling).

In the same survey, 82% of respondents reported access to high speed internet. The district already has a plan to deliver Wi-Fi hotspots to those in need. This fallback plan also allots one-to-one-devices for all students grades K-12, as well as staff.

Clearly, full-time remote is a feasible option from the start of the school year. While rates of infection currently are low in the NY region, we now know that children are at risk for serious complications from Covid-19. Parents in favor of remote learning are unwilling to chance their child becoming the student who not only contracts the virus and becomes seriously ill, but becomes a super spreader to their peers, teachers, and residents of Three Village area. We value the well-being of our teachers and staff members. Many families are also unwilling to risk the health or life of a vulnerable parent, sibling, or other household member.

We know, as is clear from the recently reported outbreak of Covid-19 at a Georgia summer camp, that large numbers of younger people in close proximity leads to extremely efficient transmission of the virus. Reducing the number of students in the classroom by at least 50% and requiring masks at all times is paramount toward reducing viral transmission.  Adhering to NYS guidelines and other safety protocols such as reducing social density are not possible with the district's current plan.  Weak language and policy about the wearing of masks is also unacceptable, since we know that aerosols can spread in confined spaces regardless of social distancing.  

As long as remote learning is available to all who request it, we also support a hybrid model that reduces population density in the classrooms, hallways, cafeteria, and on the bus.
