Greetings 

On behalf of BAKGATLA BA MOCHA BENEFICIARIES (a non profit organization) representing all Beneficiaries of BAKGATLA BA MOCHA PANKOP COMMUNAL ASSOCIATION with registration number CPA 08/1164/A established under Communal Property Assoction Act 28 of 1996.  The common law and section 18 of South African Constitution give everyone the right to freedom of association thats why we hereby resolved to establish own association to help in resolving this matter with immediate effect, we write this petition with great concern to you. 

Since the inception of BAKGATLA BA MOCHA PANKOP COMMUNAL ASSOCIATION with registration No: CPA 08/1164/A. There have been attempts to convene annual meeting and update and verify beneficiaries list but the efforts where never successful.

With effect from this 4 November 2021, We would like to serve this petition BAKGATLA BA MOCHA PANKOP COMMUNAL PROPERTY ASSOCIATION legit beneficiaries so that the following could be fulfilled:-

1. Beneficiaries List be Updated and Verified by end of November 2021
2. Annual General Meeting & New Leadership for BAKGATABA MOCHA PANKOP COMMUNAL PROPERTIES ASSOCIATION could be elected by first week of December 2021.
3. We need the Department of Agriculture Land Reform and Rural Development to replace the people added to the CPA committee in 2019 with the following nominated candidates leading towards AGM, Beneficiaries Verifications and list updates:-

Sarah Letlhongwe
Jery Setlhabelo
Frans Mohale
Mamoshabi Rapakoana
Esrom Mopane

4. We request the Department of Agriculture Land Reform and Rural Development carry out its duties and conclude compliance with Court Order/Case No:4845/2018 stamped 6/02/2019

5. We would like to receive your final and immediate response by 12 November 2021 by 12h00 and arrange a meeting to help them execute this task.

Its been too long and a lot is happening and beneficiaries are getting frustrated day in day out. This is a very critical time for our beneficiaries to realise and participate within the economy. Our beneficiaries lives should be improving by now but instead they are stuck and living unbearable lives.

This updating and verification and ANNUAL GENERAL MEETING will turn things around as they can start participating within the economy and further strengthen their relationship with existing tenants in the farms. In addition this will also reduce inappropriate actions that does not benefit the Beneficiaries at all.

If this petition is not activated or executed continuity of disatisfactory, as unhappy beneficiaries, illegal actions will continue and distrust of tenants will be there.  This is contributing badly towards food security, improved living conditions, zero economic participation and lowest employment and skills transfer.

We trust the Department of Agriculture land reform and rural development could adhere to our call. so that the lives of Beneficiaries of BAKGATLA BA MOCHA PANKOP COMMUNAL PROPERTY ASSOCIATION can start changing for better in the coming and the only way to solve this and bring positive change to this situation is immediate enforcement and implementation of this petition urgently requested.

Based on previous conversation with the Department of Agriculture, Land Reform and Rural Development it is possible to push and hold Annual General meeting and verifications utilising 1 (one) of the farms where 2 - 3 tents can be erected and chairs brought to accommodate participants for these very important event/session.
