Allow use of disabled concession bus passes before 9am so people can get to work!

People with a registered disability are often entitled to free bus travel with a concession card. However, these usually only offer free travel after 9am or 9.30am. For many disabled people who work typical office hours, this means their journey to work is not covered so they either have to pay or wait. The government say that they want to support disabled people so that they are able to work- and there are some great sources of support out there; but this is an added difficulty which could be avoided.
