Payments sent to Resident Parents for qualifying persons 18 year old or above for CMS (CSA) are not being put to the genuine use of the qualifying person. Resident Parents are using the money for their own financial advantage.
The Resident Parent will still receive Child Benifits for the qualifying persons.
This partition is to allow the non-resident parent to pay Maintenace Payments directly to qualifying 18 year olds or above, to encourage decision making for the young adults and encourage them to control their own financial responsibilities. They can then decide to pay for example driving tests, start saving plans, pay house keeping.
