Let the English Vote in the Scottish 2nd Independence Referendum

Currently only Scottish residents can vote in the Scottish Referendum at a time of the Scottish Government's choosing. This disenfranchises both Scots living in England and Wales and the English and Welsh who pay disproportionately for much of Scottish Spending..
As an English Taxpayer it seems that I am married to a Scottish woman with a bad credit card problem but have no means of divorcing her whilst she can demand ever increasing payments whilst constantly threatening divorce.
If there is another referendum why can't we all join in making that decision? All Scots either side of the Border plus the English, Welsh and Northern Irish can all have a voice at a time of our choosing.
