Dismantle the UK's cyberweapons programme

The NHS is reeling from a cyber attack. Current indications are that the attack was perpetrated with stolen cyber weapons.
Cyber weapons are unique in a couple of ways. For one, they're uniquely stealable, since to be used, they must be transmitted over the internet. Also, many attacks depend on software bugs to work, so once a bug is discovered, we can choose to either weaponise it or defuse it.
The threat of cyber weapons falling into the wrong hands is too great to ignore. We should retask our cyber weapons researchers with cyber defence. We should protect ourselves from these attacks, not risk more.
