Create a policy where cyclists need to have a license and insurance to ride on our roads

As a pedestrian, I frequently see cyclists in jumping red lights, mounting pavements and going the wrong way down one way systems. Despite them committing these offences drivers are frequently sent out campaigns to be aware of cyclists.
In order to drive a UK citizen needs to pass a test a obtain a license. If a driver commits an offense he/she is fined and receives points yet cyclists do not need a license and there seems to be no consequence for them when the commit any road offence. The purpose of this petition is to ask the government to create a policy where anyone cycling on the roads in the UK needs to pass a test and have a valid UK cyclists license
