Close the loophole that allows paedophiles on playgrouds

Currently, if someone is convicted of looking at indecent images of children, and/or attempting to contact a minor with the intent to engage in sexual activity, they are not registered as Paedophiles as they haven't actually carried out the act. Instead, they are put on the sex offenders register, and as a result, are allowed near children - such as on school playgrounds.
This has happened at a school in North Staffordshire.
I want to change the law so that anyone caught with any indecent images of children or attempting to contact underage children, are banned from school playgrounds and other high risk areas, regardless of whether they have had sexual contact with a child.
