BBC TV Licensing Laws must change

More and more people are finding it harder to pay for there TV Licence and the numbers that can't pay is increasing and they get punished by a fine of up to £1,000 plus costs. Now if they can't afford the £150.50 how are they meant to pay the fine?
Now some Freeview and Freesat boxes and all digital TV have a Common Interface Slot that was used for Top Up TV that no longer exists (Freesat from Sky boxes all have a card slot). The BBC could use this instead of making everyone pay for a TV licence. For cable and satellite TV make the BBC Channels an add on package.
The BBC's webpage and iPlayer app could also be on subscription only. I think this is a fair way for the BBC to get there Revenue.
