Dear Vice-Chancellor,

The University of Mumbai is one of the oldest and largest student enrollment universities in India. This has been heritage and a matter of pride to be an alumnus of this university. However, with the passing of time, it has lost its glory. Moreover, the has become true bureaucratic, lost transparency and a matter of joke.

Annually, the University of Mumbai awards 345 Ph.D.  Every year 6168+ and a growing number of applicants apply for the University of Mumbai's Ph.D. Entrance Test. Apart from this number, there are applicants who have already qualified NET, SET, GATE, M.Phil and waiting for a Ph.D. seat but they don't get it due to favoritism, nepotism of the institute and guide, corruption and decentralized process.

We strongly demand transparency, accountability, fairness, good governance and a centralized admission process for the Ph.D. and M.Phil admission process at the University of Mumbai. The current process of each college notifying and admitting students must go.  

The current system 

  1. Lacks transparency
  2. increases administrative work
  3. Promotes corruption
  4. Promotes cost to the students in terms of money and time
  5. Biased 
  6. A blot in the name of education

Hence, we demand

1. The University must conduct PET twice in a year regularly

2. The university must declare available of the seat in advance in each of the institutes whether the department of the University of Mumbai or affiliated college of University of Mumbai or a research centre of the University of Mumbai on real-time basis.

3. The University of Mumbai must carry out the central admission process for all the vacant seats and allot the seat centrally. The colleges should have the right only to provide the facility of the research. 

4. The RRC must approve the research proposal within 6 months of the selection and start of the research. The RRC must meet in a regular interval to clear all the issues and clearly defined a timeline for resolving any issues and approving the research proposal and thesis.

5. The practice of harassing students by the research guide, humiliating students, asking for bribe and favour must stop.  

6. There must a process of appeal against the action of a research guide. The research scholar must not be at the mercy of the research guide.

7. Maximum time of completing research to be capped at 6 years. If a research scholar fails to complete the thesis submission, the admission granted must be canceled and the research scholar must be asked to apply afresh. Or else, after the expiry of the research period, the seat must be made available to the aspiring research scholars.
