My name is Andrew Druid, I've been a local resident of kill devil hills for more than 25 years and was raised in the home my grandparents built in the late 1970s which sits in the heart of kill devil hills at mp 6 on west aycock st.  Due to over development of subdivisions in the town of kdh and poor zoning and drainage engineering, local residents who's homes have never seen localized flooding now experience flooding on a regular basis when heavy storms or hurricanes pass thru.  My home which was built by my grandparents in the early 1970s and had the downstairs enclosed within a year of construction being completed in the subdivision of virginia dare now floods after heavy rains or bigger storms like hurricanes.  This house had never flooded until lee street was put thru and the streets in the neighborhood were raised and repaved ie aycock, eden, walker, palmetto and so on.  Now flooding is an annual experience.  Since then the problem has been further exagerated by the massive clearing of woods west of lee street along  with the building of some 30 or more homes with plans to build another 60 plus homes.  I have no problems with the development of the area but this development has furthered a drainage issue thats existed for many years prior.   Every house on the east side of Lee st. minus a few recently built homes are at a lower flood plain which was the minimum required level of the time they were built.  With new flood plain regulations that require more fill to be brought in before construction, has now caused all the runoff from the west side of lee to flood the older homes east of lee.   Coupled with the fact that most of these homes flood insurance does not cover anything below the first floor its become a problem most locals cant control nor afford.  On top of this the standing waters in these neighborhoods is a health hazard considering most of these homes are on septic systems which means the standing water in these neighborhoods contains fecal matter and other wastewaters.  There must be a solution to alleviate this problem.  These affected neighborhoods are vastly local residents some of which have been here their entire lives like myself.  Id like to think if these neighborhoods were for tourist this problem would be swiftly dealt with as it would cost the town of kdh and county of dare valuable revenue.  I own 2 peices of property in the town of kdh, i pay taxes on both and this problem is affecting my properties value and my livelyhood as it is expensive to deal with everytime water enters my home.  I have 3 children and am a contributing member of my town and county and am fed up along  with many others I know not just in my neighborhood but others in kdh with being overlooked over a problem that has existed for a long time now.  All I ask is to be heard along with all my fellow locals and neighbors  on an issue that is becoming more of a problem every year.  Please sign my petition and help my voice and the voice of my fellow locals and homeowners be heard on something that is affecting our lives in a big way.
