Up until Phase IV access and use of ODM Gear is strictly prohibited and mostly impossible, the two minute "Practice" you get before your test is ridiculous, given some people may be using ODM for the first time, and the practice was them half grasping the controls, so by the end it's like they're being put on a job without qualifications. People need more time to practice or it's going to eat them up when they fail due to lack of preparedness.
