Allow Public Processions without the full use of Temporary Traffic Restriction Orders

With the police powers to stop traffic only in emergencies the use of temporary traffic restriction orders (TTRO's) has become almost epidemic which hinders the people to commemorate (eg. Remembrance Day), celebrate community (eg. Gala Days, BB, Scouts) and dare I say Right Protest (eg. pride rights) as set in law unless the organizer or Council (if fees are wavered) can afford the cost thus going against the Magna Carta mantra as JUSTICE FOR ALL. especially in the current financial climate of deep budget cuts and austerity.
This can be addressed by the addition into police powers to STOP TRAFFIC IN EMERGENCIES by the addition of PUBLIC SAFETY, this would also enable traffic to flow more freely because a large procession may pass in 1/2 hour currently (in Glasgow city centre) with the use of TTRO's effectively locks the route or parts down from early morning to late evening, in many occasions hours after the procession has come to it's final conclusion. Police using a common sense approach have in the past proven to be effective. Save Our Councils Cash for essential services and enable the Police to keep the public safe without the red tape
