The volunteer fire service was a response model created at a time when the model addressed a particular need. By many historical accounts, fire fighters were able to extinguish fires with as much effectiveness that could have been expected at the time.

However, as the United States and world has advanced, the fire department has not. 

Our equipment and apparatus have greatly evolved over time, but our deployment of personnel has failed miserably. Making matters worse, modern fire behaviors are working against us, creating an even greater problem. Fire department's can't rapidly respond to quickly growing emergencies. Because of this, lives are being lost in fires. Additionally, lives are lost during medical emergencies because of response delays. There are often positive outcomes with early CPR, defibrillation, stroke treatments, narcan administration.....and the list goes on.

The NFPA attempted to address this issue with NFPA 1710 and 1720; but how many fire fighters, chiefs, politicians, or members of the public actually take these standards seriously?

Almost daily, there are news articles, videos, photographs and other historical references that provide examples of the growing problem of inadequate response to fires and other emergencies. One would think that in 2019 we would be doing better, but in many areas, especially in suburban communities, we are failing miserably.

We need real data to be mandated and collected, to accurately show how we are failing. True response times and staffing numbers must be collected and shared amongst the fire service, in order to show how current shortfalls are creating negative outcomes. 

In some areas, one fire fighter may arrive alone to a fire with people trapped. Structural fires with 10-15 minute apparatus response times are no longer uncommon, despite firehouses being located within one or two miles of a fire location. This is unacceptable.

By signing this petition, we must show that there are people in the United States who expect more from our fire departments. This is not a slight on our past as a fire service, but more-so an endorsement from the masses, telling our politicians and our fire department "leaders" that the public not only expects better service, it deserves better service.

There are a number of ways to accomplish this (too many to list here), but reasonable response times and responsible staffing levels are a place to start. Regionalization, SAFER grants and new ways of providing automatic/mutual aid are just a few areas that can help.

We have always been in the business of saving lives and property, but we owe it to the people we protect, to be honest about our shortfalls and we must do more to keep the public safe.
