Appeal to Students, Teachers and Non-Teaching Employees - The University of Delhi Campus is an Inviolable Academic and Cultural Habitat which is also our Collective Heritage and Legacy. A 39-floor Private Building coming right next to the Vishwavidyalaya Metro Station endangers the Safety, Security and Integrity of the University Campus. All Students, Teachers and Non-Teaching Employees must respond as a Community and jointly defend the Campus against the Violation.

 

1. 2 Hectares of land next to the Vishwavidyalaya Metro Station, owned by the Ministry of Defence, GoI, and leased to the DMRC in 2001, has been sub-leased to a private builder M/s Young Builder Pvt Ltd. to allow the construction of a 39 storey residential high-rise.

2. The Private high-rise building violates the security and privacy of all residents in the 6 women’s hostels near to the land on which it is coming up.

3. The decision to sublease the land to a private builder for commercial purpose was taken without consulting University of Delhi, despite the close proximity of the Campus and in violation of the original conditions of Land Allotment (Letter issued by Jt. Secretary, Dept. of Education, GoI – 1943) as well as the current Delhi Master Plan 2021.

4. The land-use agreement between Ministry of Defence and DMRC states that the land should be used for “public purpose”. However, the 39-storey building will contain private luxury apartments that will be sold commercially.

5. The Highrise building will impose a huge resource burden on the DU Campus Area where water supply is already scarce and the demand for electricity is at its peak. It will also contribute to traffic congestion in the area that is already crowded with private vehicular traffic.

6. The Highrise building will endanger the environment of the adjacent RidgeForest area and will make adjacent buildings, especially heritage buildings in the vicinity, more vulnerable to earthquake damage as it is located in the most hazardous earthquake prone area of Delhi.

7. The brazen construction of the highrise building is both, a public issue and a national security issue, as it violates the safety and integrity of an academic campus and exposes the closely located DRDO to private surveillance and terrorist attacks.

8. The land can be instead put to good public use by allowing the University of Delhi to construct more hostels, class rooms, labs, reading rooms, etc. that are needed to cater to the rapidly rising intake and needs of students, especially, for the students from PwD, SC, ST sections and the North Eastern states.

9. The University of Delhi has pledged its commitment to have an integral campus area. Hence, it cannot allow the Highrise building to violate the tranquil and safe atmosphere of the campus. Students, Teachers and Non-Teaching employees are urged to close ranks and defend the Campus against the monstrosity of the Highrise building.
