Last week 25 CRPF soilders were brutally killed by Maoist terrorists while protecting a road building project in Sukma. These soilders who are called  'State actors'have no rights as per the current definition of Human Rights which only includes the violation of a citizens rights by a Public Servant.The Government of India must act to redefine Human Rights through a constitutional ammendment or legislation to grant Human Rights to soilders who are attacked while protecting the Property and Integrity of the State.
