As we've seen many times in the past, when elected officials with pardon or clemency powers, abuse this executive privilege. In history, many of these decisions were made for returning political favors and other nefarious reasons. We must create a permanent resolution to stop these last minute clemency or pardons.

(1) All pardon and clemency considerations must be made at least one year before leaving office, and especially before being voted out of office.

(2) All clemency and pardons must go through political, and then civilian scrutiny. 

(3) No one with any violence, or any anti-social behaviors, be considered.

The most recent example of this nefarious abuse of this executive privilege, is the Ex-Governor Matt Bevin, of Kentucky. In the history of clemency and pardons, no one has ever given clemency or pardoned over 600 people. It shows that when unsupervised and not under any law, any political figure can do as they please. Due to the lack of respect for human life and basic dishonesty, many have abused this privilege. This can only stop forever with a permanent law in place.
