Dear Mr. President,

We, the undersigned, do hereby petition the President of the United States Donald Trump, the Vice President of the United States Mike Spence, and the Secretary of State of the United States Mike Pompeo, to bring to their attention the conduct and the lack of understanding of Albanian politics by the State Department official, Mr. Mathew Palmer; his seemingly not very careful conduct in violation of the sovereignty of Albania, an ally country of NATO, and his complete disregard for the Albanian Constitution.

Albania has been on the brink of the turmoil. To diffuse the situation, Albanian President, His Excellency Ilir Meta, took a bold step and decreed the postponement of the municipal elections. According to the Albanian Constitution, set up in 1998 with enthusiastic support of American Embassy in Tirana, the President's Decree, in such situations, can only be rejected by the Albanian Constitutional Court. No other national or international institution has the jurisdiction or authority to violate or reject it.

It is highly regretful, that Mr. Palmer, ignoring the Albanian Constitution, took the liberty to reject the Presidential decree and to support the election on the day it was legally cancelled, thus unofficially appointing himself “Governor” of Albania, and place himself above the President. He furthermore went on to advise the opposition to then challenge the elections in the Constitutional Court, an institution presently nonexistent since it has been abolished two years ago. We believe that a high-level diplomat should conduct himself with more professionalism and sophistication so as to not give opportunity to rival adversary powers to accuse the USA of being a power which disregards the sovereignty of its allies. This bring us to the important question of why has Albania been lacking a Constitutional Court for well over two years?

  The state of Democracy in Albania

In Albania, the Deep State has fully seized the power, with support of Soros and his tentacles in the State Department and the USA Embassy in Tirana. The Albanian Prime Minister Mr. Rama is the head of the Deep State. Soros successfully experimented in Albania on how to succumb the State Institutions to the Deep State and organised crime. The success of these experiments might encourage him to do the same in USA. As a victim of the Deep State in USA and under its harshest and unlawful attack since when you revealed your intention of running for the highest office on Earth, You Mr. President understand better than other human being what it means to be under the threat of a Deep State.   

Albanian Prime Minister, Mr. Rama runs one of the most undemocratic regimes of the post-communist era in Albania - and has undermined and abused democratic institutions and procedures at every turn. Under the pretext of judicial reform, Mr. Rama has destroyed the check and balance system by abolishing the Constitutional and Supreme Courts. He had the full support form the USA Embassy in Tirana, and even spoke in the name of USA Government, while he was destroying the Constitutional Order of Albania. Judicial Watch has uncovered and has the documents and facts how former American Ambassador Mr. Donald Lu, misused over $9 million of American taxpayer’s money transferring them to Albanian organisations sponsored by Soros in order to support Mr. Rama. Albania has become the first country in Europe, since the fall of the Berlin Wall, where a single party controls 100% of the central and local power.

Mr. Rama already has absolute power and his party has seized all powers. The President of the Republic is excluded and his decrees and constitutional role are ignored. The opposition is forced to get outside the system. Albania is a warning about what could happen when, in the name of stability, Western societies tolerate corruption and the seizure of all institutions by a major political party that is thus allowed to govern without control.

It is for the above reasons, we believe, that the American Government should investigate its Diplomats conduct in Albania.
