Why this petition matters
We the Government Contract Protective Security Officers providing service to the United States Government, would like to address the matters below. This petition is for consideration of The President of The United States of America.
As you know, we officers are one of the major components to protect federal buildings, detention facilities, and detainee transportation. The response surrounding COVID-19 is strongly met with drastic and necessary actions from leaders across our nation and the world. On the state of our industry, security firms have been placed in a unique position to perform essential duties. The most significant being how to ensure the safety and preform essential tasks which require the security officers to be mindful of the current threat and to be vigilant in our response to the dynamics that make up our daily operations. Additional mindfulness requires us to implement the right strategies, tactics and protocols that we’ve been doing. Facing a global pandemic, we must maintain reliable security services to ensure the continuity and well-being of our client, the US Government and the community’s needs. The Protective Security Officers ensure the safety of federal buildings for Federal Protective Service Homeland Security contracts. However, we traditionally focus on protecting buildings and employees from physical threats such as acts of terrorism, criminal acts, bomb threats, suspicious mail, and other hazards.
Our role as Protective Security Officers has changed over the past weeks and will continue to change in the coming weeks. COVD-19 is threatening our lives as the first line of defense in government buildings, screening visitors and minimizing exposure at entry points for many federal buildings across the country for the country’s safety.
Bottom line is, it has been forgotten that the Government Contract Protective Security Officers are essential too. We deserve to be treated with the same courtesy, dignity and respect they expect from us when dealing with national emergency situations. The personal needs of contract employees are as important as the needs of all essential positions. We protect US Government’s interests therefore we deserve the same benefits under the executive order as the Service Contract Act like it was done by previous Presidential administrations. For example The Act allowed sick leave for all contract employees in general under executive orders.
Our contracts in the the United States Government are more than just a “workplace”, it is a “worth” place. We are one of the primary generator in Protecting life and Property but also the reputation and integrity of the US Government and of the Federal contractors, therefore we have value and worth, and should be treated as a essentials.
Mr. President of the United States we are humbly asking that you please place essential benefits under executive order for essential positions for the Service Contract Act Guard II such as positions for detention officers, court security officers, and transportation officers as outlined below.
NIGHT DIFFERENTIAL: An employee is entitled to pay for all work performed between the hours of 6:00 P.M. and 6:00 A.M. at the rate of basic pay plus a night pay differential amounting to 10 percent of
the rate of basic pay.
NIGHT PAY & SUNDAY PAY: If you work at night as part of a regular tour of duty, you will earn a night differential and receive an additional 10% of basic pay for any hours worked between 6pm and 6am. If you are a full-time employed (40 hours a week) and Sunday is part of your regularly scheduled workweek, you are paid at your rate of basic pay plus a Sunday premium of 25% of your basic rate for each hour of Sunday work which is not overtime (i.e. occasional work on Sunday outside the normal tour of duty is considered overtime work).
HAZARDOUS PAY DIFFERENTIAL ** An 8% differential HEALTH & WELFARE: minimum of 8 dollars life, accident, and health insurance plans, sick leave, pension plans, civic, personal leave severance pay, savings, and thrift with the current health and welfare plans are not affordable.
Increase the wages determination nationally for guard II, detention officers, Court Security officers etc. At least 25 percent more than the actual wage determinations depending in the locality.
