Hong Kong, Macau & Taiwan are under threat from the Chinese mainland. Every day that passes without any kind of action, these 3 territories are only at even more risk of falling to the communists on the mainland. Once both of the "special administrative regions" treaties run out in 2047 and 2049, respectively, the communist government on the mainland won't hesitate to immediately come in and implement their own communist reforms in Hong Kong and Macau. And the PRC (the mainland government) is only waiting for the ideal moment to come in and overthrow the ROC government of Taiwan. The world can't just sit back and watch these temporary democratic free states be taken over by the evil communist regime in China; a regime these territories clearly don't want to be a part of. The current protests in Hong Kong alone shows that they don't want to be involved with mainland China. China will never let any of these territories become independent. The only way to permanently get these territories freedom away from China is by having another country annex the territories. And with China having the world's second or third strongest military, that only leaves us with one option. The United States has the largest and most technologically advanced military in the world and strongly supports democracy. The United States has the means and the manpower to annex these territories and keep China at bay, forever. Due to the US being a culturally diverse country, the lifestyle of the people in Hong Kong, Macau & Taiwan wouldn't be forced to change at all, allowing a smooth transition into them becoming US territories, and one day, maybe even into states.
